Reforming Marijuana Laws at Ports Of Entry between US and Canada in the new NAFTA/USMOC with Amendments

If you are a Medical Marijuana patient and travel between Windsor and Detroit, your human right to medicine is being violated with fines and arrests by Canadian and American Border Security. In the new NAFTA/USMOC agreement, a 70 gram personal use exemption certificate for a minimum amount of $20 dollars would create revenue to pay for new bridge work on the Detroit River.  This will allow patients safe access to their medicine and, pay off the construction and maintenance debt for new  Ambassador and Gordie Howe Bridge spans.  The debt would be paid for in 10 years instead of current 30 year plan. 





The time to end the harassment at ports of entry for Medical Marijuana patients is now for citizens of Canada and United States. Legislators on both sides of the border must add amendments to current and future NAFTA/USMOC agreements to codify the 70 gram personal use exemption rule at all ports of entry.

At a global level, member nations of the Commission on Narcotics and Drugs must man up, woman up, get up and vote YES on the  recommendation of the World Health Organization to remove Cannabis from the controlled substances list.  

This will allow research on Cannabis including CBD oils and products like cement, fuel, environmental cleanup and, other needs. However, at the request of the FDA, the vote has been delayed over 4 times because of more time needed to do research. The employers of the FDA are directing you to accept the findings of the WHO at the next scheduled meeting or, by twitter using President Donald Trump's Twitter account.

With one tweet we can end the discrimination and persecution of Medical Marijuana patients at ports of entry. Therefore the time is now for the FDA and United States representatives at the United Nations () to get their tweet together, vote YES TO CANNABIS, and move on.

As of this writing, the current United States Attorney General William Barr leaves a lot to be desired when it comes to Marijuana Reform.  He is another Bill Schuette in a suit but, the overwhelming approval of Marijuana legalization in 30 out of 52 states is forcing this gentleman to reconsider his attitude towards the plant. He is now forced to accept the Federal Marijuana States Act HR420 that addresses the reality of the people to legalize the plant from GOD.

In the video below, he expresses his hate and, would love to put every marijuana user in jail just like the good old days of John Ashcroft and, Harry Anslinger. However you can see in his rant against the plant, he is conceding defeat.  Regardless of what he is saying about supporting the people, do not trust him as long as he is occupying the Office of the Attorney General of the United States of America or the top cop in charge.

Building A Bridge of Unity With Cannabis Reform on 4/20/2019

On April 18, 19, and 20th the first legal cross-border celebration of Cannabis will occur on the Detroit River.  Starting with a 3 day festival in Windsor Canada all the way to Detroit Michigan and back, people will have the opportunity to sample each others products. If you have a passport, enhanced ID and, no marijuana in your possession, you can freely go back and forth on the tunnel or the bridge. If you have a boat, good for you too! Upon entry into Canada, you must declare your medicine at customs and give it to them instead of getting arrested for drug possession.

The historic Detroit River was the goal line when it came to escaping from slavery. People swam and walked over ice flows to freedom. It is a popular spot for deportation of immigrants and cannabis criminals like Canadian Marc Scott Emery. Now it represents the future of North America in fighting the war on opioids with 2 new bridges, Cannabis and, a tunnel.

With a change in policy, people will be able to posses their medicine at ports of entry without arrest, fines, or conviction. Instead of a wall of division and prisons, we can build bridges of inclusion, with no delusion, ending the war on Cannabis at all ports of entry into Canada. 






Now is the time to petition Canadian Prime Minister Justin Trudeau to stop arresting American medical marijuana patients at ports of entry into Canada on humanitarian grounds. At the same time we must lift all penalties for international travel by expunging all marijuana crimes of Canadian citizens entering the United States of America. Especially Marc Emery because he was kicked out of America through the Detroit/Windsor Tunnel like Dolemite from San Antonio Texas with $150 dollars in cash, a new pair of Nike shoes, and a gourmet meal in handcuffs. American citizens like Charlo Greene of Alaska, would not be arrested and strip searched at Canadian Ports of Entry.

We applaud Canadian union Laborers International Union of North America Local 625 (www.liuna625.ca) for writing medical marijuana into their bargaining agreement to fight the nationwide Opoid epidemic. 


If you feel that you are going to get stopped at Canadian ports of entry you must declare that you are a medical marijuana patient at the customs booth. Your medicine will be confiscated and you will be allowed entry. Another benefit of declaration is that if thought you cleaned out your car and they find a roach, depending on the Border Security Officer's mood at the time, you will not be arrested, strip searched, fined and sent back to Detroit.

Instead of fines and deportation, a duty tax of $20 declared at customs will help the State of Michigan pay off the loan for the new Gordie Howe Bridge. This will settle out of court the compensation to the owners for the new Ambassador Bridge re-construction with a rail line, foot traffic and bike lanes. The USA and Singapore must quit dragging their feet at the United Nations by continuing to postpone the recommendations of the World Health Organization on rescheduling cannabis from a drug with no medical use to a medicine and a manufacturing product.

Therefore the members of Cannabis Across Borders are requesting of the Canadian Government a 70 Gram limit of declared medicine at customs subject to duty tax of no more than $20 on the Ambassador Bridge and Detroit/Windsor Tunnel.

UN Commission on Narcotics and Drugs Punk Out On The Cannabis Vote

On Monday March 18th, 2019 in Vienna Austria, the United Nations Commission on Narcotics and Drugs decided to kick the can down the road by agreeing not to vote on recommendations by the World Health Organization to decriminalize medical use, possession, and manufacturing of products made from the Cannabis plant.



The vote was rescheduled with the support of the delegates led by the United States, Singapore, Russia. The official reason is that the International Narcotics Control Board needs more time to figure things out. With strong objections by delegates from Uruguay, Canada, Mexico, Israel and, other nations in support of the change, the actual reasons are the interest groups like big pharma and, for profit jails  who want to continue status quo, have excessive influence on the process.



While youth and law enforcement officials are being injured and killed on Fentanyl worldwide, this and other opioids are freely accepted at ports of entry. The same excuses of youth exposure and a threat to society brought by the opposition, seem overwhelmingly contrary to the evidence provided by medical professionals on the benefits of Cannabis. Now that the vote has been delayed AGAIN, the time is now to get the delegates to amend the documentation to include a 70 gram personal use exemption at ports of entry for member nations who’s citizens use Marijuana as their medicine.

As for recreational use in member nations, cannabis products should be available at duty free retail shops at ports of entry. In the INCB documentation they talk about how US States like Colorado, Alaska, Michigan and others are poorly regulating Cannabis use and sales. This despite the fact that states like Michigan made millions from Cannabis business transactions.  There was no respect given to member states like Uruguay who went recreational like Canada. Delegates from China, United States, Russia and Singapore who are clinging to the Harry Anslinger theology of reefer madness shut down the entire process with procedural rules to extend the voting for an additional 3 months. This is the second and third time that this group has done this at this conference.  




The INCB can run but they cannot hide from the inevitable truth. The WHO has said they were sorry and, we want to make up to the mis-information that was previously reported about Cannabis related products. Border security means allowing medical patients who use Cannabis all rights and privileges as a human right of declaration of medicine at ports of entry.   Duty taxes if any should not excessive to a point of harming low to moderate income individuals. Citizens in member nations must allow foreign nationals legal redress in their respective courts of law and promote commerce and trade with cannabis imported and exported between member nations.

Therefore, citizens in member nations must elect and employ elected officials who have their best interests at heart. Especially in nations like Canada, Uruguay, Mexico, and others in the world that want to finally put and end to this international war on the cannabis plant. Because by the next conference in Vienna at #CND2020 and #CND63, a vote must be taken in the affirmative to atone for the lies and fake news being spread about Cannabis.

It is the position of the United States of America to oppose the recommendation of the World Health Organization regarding the re-scheduling of Cannabis products at the United Nations before the Commission of Narcotics and Drugs on Monday March 18th, 2019 in Vienna Austria.  This is contrary to the popular vote of American Citizens in 30 states and, the passage of the Farm Act law by congress in 2018.

The Official Position of the United States of America regarding Cannabis 


At this time, it is uncertain whether the above notification from WHO of recommendations for proposed scheduling action on cannabis and cannabis related substances will be acted upon by 62nd session of the Commission on Narcotic Drugs (from 14 to 22 March 2019). The Bureau of the 62nd Commission is currently considering whether to postpone voting on the cannabis-related recommendations until the reconvened meeting in December, or the 63rd session of the Commission on Narcotic Drugs, March 2020. If voting is deferred to a later date the comment period will be reopened.
Although WHO has made specific scheduling recommendations for each of the drug substances, the CND is not obliged to follow the WHO recommendations. Options available to the CND for substances considered for control under the 1971 Psychotropic Convention include the following: (1) Accept the WHO recommendations; (2) accept the recommendations to control but control the drug substance in a schedule other than that recommended; or (3) reject the recommendations entirely.
Cannabis, also known as marijuana, is a plant known by biological names Cannabis sativa or Cannabis indica. It is a complex plant containing multiple cannabinoids and other compounds, including the psychoactive substance THC and other structurally similar compounds. Cannabinoids are defined as having activity at cannabinoid 1 and 2 (CB1 and CB2, respectively) receptors. Agonists of CB1 receptors are widely abused and are known to modulate motor coordination, memory processing, pain, and inflammation, and have anxiolytic effects. Marijuana is the most commonly used illicit drug in the United States.
The principal cannabinoids in the cannabis plant include THC, CBD, and cannabinol. These substances are controlled in Schedule I under the CSA. The synthetically derived single pure stereoisomer, delta-9-tetrahydrocannabinol (also known as dronabinol) is the active ingredient in two approved drug products in the United States, MARINOL (dronabinol) capsules, also available as a generic, and SYNDROS (dronabinol) oral solution. MARINOL is controlled in Schedule III, while SYNDROS is controlled in Schedule II under the CSA. Both MARINOL and SYNDROS are approved to treat anorexia associated with weight loss in patients with AIDS, and nausea and vomiting associated with cancer chemotherapy in patients who have failed to respond adequately to conventional treatment.
CBD is another cannabinoid constituent of the cannabis plant. In the United States, one CBD-containing product, Epidiolex oral solution, has received marketing approval by the FDA for the treatment of seizures associated with two rare and severe forms of epilepsy, Lennox-Gastaut syndrome and Dravet syndrome, in patients 2 years of age and older. On September 28, 2018, the Drug Enforcement Administration placed FDA-approved product Epidiolex to be marketed into Schedule V of the CSA. Currently, CBD that is not contained in an FDA-approved product with less than 0.1 percent THC is controlled as a Schedule I substance under the CSA. CBD is not specifically listed in the schedules of the 1961, 1971, or 1988 International Drug Control conventions.
FDA, on behalf of the Secretary of HHS, invites interested persons to submit comments on the notifications from the United Nations concerning these drug substances. FDA, in cooperation with the National Institute on Drug Abuse, will consider the comments on behalf of HHS in evaluating the WHO scheduling recommendations. Then, under section 201(d)(2)(B) of the CSA, HHS will recommend to the Secretary of State what position the United States should take when voting on the recommendations for control of substances under the 1971 Psychotropic Convention at the CND meeting in March 2019.
Comments regarding the WHO recommendations for control of Cannabis and Cannabis Resin; Dronabinol (delta-9-tetrahydrocannabinol); Tetrahydrocannabinol (Isomers of delta-9-tetrahydrocannabinol); Extracts and Tinctures of cannabis; Cannabidiol Preparations; Preparations Produced Either by Chemical Synthesis or as Preparation of Cannabis; under the 1961 Single Convention will also be forwarded to the relevant Agencies for consideration in developing the U.S. position regarding narcotic substances at the CND meeting.

Building Bridges Instead Of Walls, Is Good For One, And Good For All.

           It is time to build bridges to unite each other instead of walls to divide us. Friday,  April 20th, 2018 will be the last illegal celebration of marijuana held in North America. Coming this July, Canada goes recreational as they go from allowing a person 4 grams per day or 20 plants to recreational sales. Canadian unions like the Laborers International Union of North America  (L.I.U.N.A. www.liuna625.ca)  cover their workers Medical Marijuana costs as a part of their contract. The change is so profound that Canadian Border Security Agency Employees are slowly being directed to not handcuff and strip search Americans who have small amounts of the medicine.

Hopefully that memo will reach them very soon because now they will arrest you, fine you a few dollars, and send you back to the USA for a roach (cocktail).  So clean your car out before you cross and wait until PM Trudeau gives C.B.S.A. the word to chill out. When US Customs reciprocates with Canada regarding Marijuana patients, one day there will be medicine sold at the Duty Free stores on the Ambassador Bridge with an exclusive duty tax contract in the distant future.

I am honored to be chosen as a guest speaker at the 420/421 event on Charles Street in Windsor Canada.  Building bridges instead of walls is economically practical and is good for the neighborhoods around Detroit and Windsor. Deportations for paperwork and politics have no place in America and sending Marc Emery to Mississippi for 5 years was a waste of our tax dollars. At the same time Florida resident Irving Rosenfeld receives 300 pre-rolled joints per month grown in the same state. Mr. Rosenfeld is allowed to medicate in all 50 states legally. What happened to Mr. Emery was a glaring example of White on White crime. We hope that when things change in Washington D.C., Marc Scott and Jodie Emery will be allowed to return to the USA as visitors and diplomats via the Ambassador Bridge.

All arrest records for Marijuana will be expunged for him and everyone else in the USA when Marijuana is removed from the Controlled Substances Act.  And for the others who were deported on stupid stuff, the City of Detroit will not be used for a deportation station for failed political agendas.  Immediate hearings before Federal Judges and International tribunals will reverse many orders and put some sense back into our government giving direction to its policies.


Therefore by building bridges, you can put things on them like pedestrian access, light rail, or a restaurant viewing platform hanging from the middle. This is much more cost effective than a wall that you can fly a drone over or, get painted on by the neighborhood graffiti artists.


Michigan residents must make it their mission to end prohibition by showing up to vote in the August 7th primaries for candidates who support change through, jobs, justice, and equal opportunity.  Starting June 22, 2018 get up, show up, and vote until I get tired. Then remember to vote again in November to stop their lame duck game in December.

Will April 2018 be the start of a beginning to the end of the War on Weed? By ending this war, governments will be forced to reallocate resources towards schools, roads, and neighborhoods. As the annual Ann Arbor MI Hash Bash that occurs every 1st Saturday of April and, as Friday April 20th 2018 approaches, the Weed Warrior is grinding out this annual report to the people.

On a local level, the leadership of the City of Detroit wants to illegally restore all of the provisions of the old ordinance that was repealed by a majority vote in the Nov 2017 general election.  This move is illegal because the Detroit City Charter will not allow the Mayor or Council to re-implement any provisions of any ordinance for 365 days after it was repealed by a majority vote. 

The people soundly rejected the 1000 foot barrier and other provisions of the old ordinance.  Supporters of democracy are strongly encouraged to contact City of Detroit Corporate Counsel Lawrence Garcia (GarciaL@detroitmi.gov) asking him to cease and desist wasting taxpayer dollars to wage a war on weed.  The electorate clearly told you what they wanted regarding Marijuana regulation. Let the vote serve as the protest petition as defined in  Sec. 403 of the Michigan Zoning Enabling Act. Attempting to re-insert rejected language may result in a legal proceeding directing  the removal from the ordinance of religious restrictions based on the 1st amendment provision separating church from state.


Wayne County Circuit Court Judge Colombo’s bait and switch conduct in February 2018 invalidating voter results was a new low in transparency.  Waiting until 6:30pm on a Friday to flip flop on ballot language that he approved to be on the ballot was like, being allowed to changing your bet after everyone has played their hand at the casino. Judge Colombo’s influence would be much more effective if he would issue an order to County Information Technology staff to fix the 3rd Circuit Court Website to allow the reading of transactions from his court. Currently no one can access documents on any case at this court, while the website instructions say that you can.

On a State level, the administrative board that is responsible for approving marijuana licenses has proven itself to be an obstructionist group. This board has done nothing but cause confusion and gridlock for business owners and customers. After 10 years of operation, there is no picture on your card from the Secretary of State’s office, even though you are required to show a driver’s license or state id to fill out an application.   The two boards that were created to add qualifying conditions, and approve licenses, have been stymied by bureaucratic fumbling obstructionism to disrupt the process.  As of this writing date, this board has not approved a single facility in the State of Michigan. 

At the Federal level, if it was not for the work of New Jersey Senator Cory Booker, Attorney General Jeff Sessions would bring back the death penalty for people who use Marijuana as their medicine. The rest of the leadership in the US House and Senate is indifferent or hostile  on taking action to decriminalize.  In order to keep reminding the US Senate that it should move quickly to remove Marijuana from the Controlled Substances Act, interested citizens should do the following tasks:

  • Go to United States Senate website  www.senate.gov
  • Find your Senators by State or pick (each State has two of them)
  • If you can't find a Senator, go to US Senator Doug Jones www.jones.senate.gov
  • Call both of them and leave a message asking them to support removing Marijuana from the Controlled Substances Act
    • Strongly encourage use of contact form on their website.
  • Any other concern that you have
  • End your call with "it's time to Free the Weed for the Jobs We Need"

If they do not support or comply then make them pay on Election Day.  


I Hate Pot - Yes I do,  I say Pot is No Good for You.

The entire US House of Representatives and certain US Senators are up for election in August and November of 2018.   Vote for like minded politicians who will support the cause.


On the international front, having the benefit of living next to Canada is the essence of building bridges instead of walls.   Canada is going recreational on Marijuana in July of 2018 and, on April 20th, a guest speaker from the United States of America will speak at the Windsor Canada 420/421 festival. The City of Detroit will not be used as a deportation station for political agendas and the 80 year old reefer madness polices of  the late Harry Anslinger and, Attorney General Jeff Sessions. Cannabis patriots and patients on both sides of the river do not appreciate being persecuted for their choice of Medicine.


If there is to be a building of a bridge of unity, US Customs and the Canadian Border Security Agency should cease and desist arresting and deporting people for Marijuana “crimes”.  With the reform of Marijuana laws, charging a duty tax on Marijuana will pay for the construction of a new span of the Ambassador Bridge.

The removal of marijuana from the Controlled Substances Act can only be attained by electing good people at the County, State, and Federal level.  Therefore we strongly encourage you to register and vote to make the pot haters pay on Election Day by electing candidates of the people, by the people, that will work FOR the people.

Elections Canada 2015 - Weed is Howe To Pay For The Gordie Howe International Bridge

On October 19th, Canadian Citizens will have the opportunity to elect a son of a change leader in Justin Tredeau.  Mr. Tredeau is a candidate for Prime Minister of Canada running against the current prime minister Stephen Harper who is a combination of Donald Trump and Chris Christie regarding Marijuana.  He is primarily responsible for using Canadian taxpayer dollars to send one of their citizens to a United States Federal prison at the request of the Bush Administration’s Drug Enforcement Agency for 5 years for the crime of selling marijuana seeds.  Prime Minister Harper is also loaning money to the State of Michigan to build the Gordie Howe bridge and requiring that Americans pay it back over 30 years just on toll revenue.

With a Justin Tredeau victory, the money will be there to pay for a new bridge and, he will allow the United States to pay for the bridge loan with revenue from the bustiling Marijuana industry in America, specifically the State of Michigan.  One of Justin’s first official acts is to decriminalize the stigma and criminal penalties for Marijuana the plant.  Unlike the United States who loves to put people in jail for small amounts of medicine, Canada under Treadeu will not be suckered into the privatized prison scam that has infected the governments of Counties and States across America.  Prisoners are treated like a share of stock on Wall Street and corporations benefit up to $25,000 a year per body in a cell.

In 1969 he commissioned a study to  decriminalize  Marijuana so that people would not clog a corrections system with small time drug offenders(click Here for Toronto Star News) .  He also was a statesman because he could get along with everybody and treated people with respect.


By electing Justin Tredeau, this would be an important step towards granting full clemency and pardon to Mr. Marc Scott Emery of Vancouver British Colombia.  By President Obama granting him clemency, Marc and his wife Jodie can cross into Detroit from Windsor on the Ambassador Bridge and stop by and say hi at a provisioning center in our City of Detroit.
